Honour system to stay

Vernon's city-owned sani dump will remain on the honour system for now.

Council discussed payment options this week for the new sani dump on Tronson Road, but ultimately stuck with the honour system for the $4 fee.

The city's Kin Racetrack sani dump site has been decommissioned in anticipation of construction for the new Active Living Centre. Meanwhile, construction of the Tronson facility is underway.

The new facility will be operational by the May long weekend.

Users of the previous sani dump had the option of paying cash using a drop box or paying by phone using the city’s pay by phone app.

Total revenue in 2022 was $3,947 and it cost $2,540 to operate the facility.

The city estimates many users don't pay the fee, and losses total about $12,000 annually.

Council considered installing a locking cap on the dumping port, controlled by a payment control box. The cost would be $15,000, with an annual operating cost of $9,000.

A powered entrance gate with a payment kiosk system was another option.

Instead, council decided to stick with the honour system for the new site, but add improved and additional signage to encourage payment.

"Since the total estimated amount of revenue is relatively low, significant investments targeting full compliance may not be warranted," a report to council stated.
