Panhandlers face fines

Salmon Arm has passed a bylaw that will fine people $50 for panhandling.

But the city says the fines aren't the intended "primary method of achieving compliance." Instead, it will focus on education, CTV News reports.

"Council was very clear that the intention was not to fine, the intention was to look for resolutions and set clear expectations of what is permitted in the bylaw," says Coun. Louise Wallace Raymond.

"I have zero expectation it will ever be issued."

Mayor Alan Harrison compared the fines to those for breaking water restrictions or having a messy property.

"How many actual tickets have we written for watering rules being broken or unsightly premises or pesticides?" he said.

The fine comes one month after Penticton passed a bylaw that comes with $100 fines for sleeping on the sidewalk.
