Cruelty To Humans

Here in Canada we have the SPCA to prevent cruelty to animals. We've heard news stories of starving horses, for example, and action is taken by the SPCA to prevent such abuse. In the US there is the story of Terry Schiavo who's feeding tube has been removed so that she will die. If Terry was an animal and she lived in Canada the SPCA would be called to intervene. Perhaps we need an SPCH to prevent cruelty to humans?
