Does not water flushed down the drain go to treatment and back to the lake and thus stay in the system? Meanwhile water used for irrigation leaves the system through evaporation/transpiration.
I have seen incredible waste in agricultural irrigation systems with leaks and sticking valves. In one case last year the irrigation sprinklers ran round-the-clock for 4 days while the orchardist was away. Tenants in a nearby house finally complained when their basement began to flood and an empty inground pool was half filled with water coming up from the ground.
I am sure there are species of native grasses, shrubs etc that can be used effectively for landscaping and don't require heavy watering in the hot summer. But, I don't see these plants being promoted and marketed locally.
Perhaps the municipal governments should reward households for low water use by making it free if use is below a certain threshold and doubling or tripling the cost if use is two or three times that threshold.
