Where's Road Maintenance?

I don't understand how in this type of snowy weather that our roads are still not plowed or sanded...after all, we haven't even had many days with snow this winter yet.
Friday morning the traffic travelling from Westside to Kelowna was going between 2 - 5 kph, and what would normally take me 7 minutes to cross over the bridge and get to work, took 55 minutes. The street I live on is on a bus route, and our street wasn't plowed or sanded!
This kind of neglect to our roads and highways is leading to many accidents that could be prevented if our "City" did it's share of sanding of the roads.
How come they're not out there at 4 or 5 am, before all the workers start travelling to work? Where are these sand trucks in Kelowna when there were 50 trucks waiting to do their job in Vancouver when they received such minimal of snow in comparison?
So are these cutbacks providing any safety in the long run? It isn't even safe for any student to walk home after they are dropped off by their school bus.
On the last snow fall we had, in early December, again the roads were not plowed or sanded and the school bus carrying our children to CNB Middle school ended up crashing into the school fence. On the way home in the afternoon, the bus driver was afraid to even come down the normal route of driving down Horizon Drive and made the children exit the bus a mile away from where they normally get off. My children came home to find a vehicle that went off the road and landed in our yard, abandoned!
Our children are put in danger. I hope the "City" rethinks about contracting out our services to the roads and keeping them safe for everyone!!
