Who pays for evacuation?

Re: Frustrated by evacuation (Castanet, Apr 1)

On Easter Sunday, residents of Hadgraft Wilson Place in Kelowna were told they would have to evacuate to the Prestige Beach House hotel while the situation was further investigated.

Who is paying to temporarily house the Hadgraft Wilson Place residents (and any pets they may have)—B.C. Emergency Support Services, B.C. Ministry of Housing, UBC Properties Trust, the City of Kelowna, or Pathways Abilities Society which operates the 68-unit housing complex?
