Ban scooters in Kelowna?

I recently saw two girls, (not wearing) helmets, riding on the same scooter through my complex (in Kelowna).

They were travelling with a young man who had a child riding with him. The child did have a helmet on but that isn't the point. What they were doing is extremely dangerous, not only to themselves but to others as well

Not many ride (scooters) responsibly. Perhaps the time has come for them to be banned.

I know it is cheap transportation for some but the outcome with hospital expenses (could) be exorbitant.

That I assume, will be added to the taxpayers’ bill?
