I agree that when water levels are down that it's all of our responsibilities to do our parts to keep consumption to acceptable levels. I personally have an automatic watering system and can water at the cool hours overnight.
Now I don't have a problem with people who like to have nice yards and take the proper steps to maintain them, but it really picks me to be on my way home from work at 3 in the afternoon, on a 35 degree day and see people with their sprinklers on for 2 hours at a time wasting water. These are the ones that need to get educated about how & when to water, and there's a lot of them out there. Start fining these people if they don't comply to the times and days that are set out for them to water. If we all do our part it doesn't take much to make a difference. The same rules should be set for parks & golf courses as well.
