Cops should check carts

Re: Crimewave hits businesses

Reading the recent articles and watching the accompanying video has prompted me to wonder.

In the video you see the person breaking into a business going to his/her shopping cart to grab bolt cutters. The article also mentions that they used a battery powered grinder to cut off locks.

Why can't the police check out these carts? It is not like they should need a search warrant, after all the carts are stolen property to begin with. Confiscate the carts and contents if any items for breaking in are found, after all since when does a homeless person need bolt cutters, grinders etc to live. Leave the others alone.
