Speed control on cars?

I understand that the e-scooters now have a lower speed limit on the first rental allowing the rider to get used to riding it. I think this is a great idea. However, I find this ironic as this is exactly what I suggested be done on cars for new drivers on a recent post. If this simple but effective technology can be put on an e-scooter, why not on cars for new inexperienced drivers?

I can’t think of anything that is so simple and inexpensive yet so likely to save countless lives and suffering by preventing speeding. Those three unfortunate teenagers that died recently in that horrific accident on Gordon Dr. would most likely still be with us today had this speed control been installed in their car. Automobile manufacturers, dealers, insurance companies, governments, safety advocates, is anyone listening?
