What is the backstory?

There is obviously some debate about the seemingly rough arrest of an individual who was purported to have stolen a vehicle out of a towing impound yard and many questions about the arrest itself. I, however, would like to know what precipitated this whole scenario and how a vehicle was stolen out of an impound yard in the first place? It seems all of this could have been avoided if the expected security was being provided by this towing company.
