Double standards

If there has been an identified case of COVID at the West Kelowna Walmart, I think the whole store should be forced to close down for two weeks of quarantine, a deep cleaning, and all staff forced to quarantine for two weeks.  

They are allowed to remain open on curb side pick up only until it is confirmed no one else has tested positive.
Just as any small business would be expected to do.

Why have big businesses been exempt from the rules while the little guy suffers?
