Council lacks transparency

Vernon was recognized for its 2018 financial report that demonstrated a spirit of full disclosure designed to clearly communicate the municipality’s financial story. Quite an award for any city to receive.

Well if the city of West Kelowna was going to receive an award it would be the opposite of the one Vernon received. It seems like managers and council of West Kelowna spend a lot of time scheming ways to do things without any input from the community they serve. This leads to many questions as to how they operate the city, especially their responsibility of spending tax dollars. Questions that they refuse to acknowledge for reasons only they can explain but won’t. 

Is transparency a problem in West Kelowna? In Dec this year Coun. Friesen stated we need a tax increase of 4.8 per cent to build up the reserve fund. Then just recently CAO Paul Gipps says we can build the city hall without an increase in taxes using $7 million from the reserve fund. I guess timing is everything when you have already made the increase.

But our biggest concern is still where all the money goes. I asked the question at the budget meeting about the $3 million additional cost to the soccer dome. It was an ‘oh well’ response. No accountability or explanation required. So, it appears that the taxpayers are getting 30 cents on the dollar which appears to be standard for this council.

Even more troubling, CAO Paul Gipps stated this week is that they have a window to shut out any input from the citizens to build the city hall because the debt load was below five per cent of its annual income. This means next month the city can make a deal for financing for the new water treatment plant.

So we have waited three years to get financing for the new water treatment plant just so our city council could push through the city hall in this open window and shut out the people they are there to serve. We have and still boil water while this council put our health at risk for over three years just to be able to say, don’t mess with us. A new low even for them. They put their vindictive egos ahead of public safety. Supplying clean water is an essential service that should be a priority, not a convenience.

What kind of an award should they get for that?
