I agree that this man should be charged because regardless of who you are, no one should be terrorized and threatened by another.
However, having said that, I don't think that any politician has the right to sidestep our democratic process and try to ram something through council that has already been voted on and rejected or approved.
We have voting for a purpose, and just because a politician wants something to happen, they don't have the right to keep putting it forward until they get the results they want.
That sounds rather "Trumpesque," and in Canada, most of us take a very dim view of that type of governing.
