My opinion is they should partly pay. I think the kids, no matter what age, should be made accountable for their actions.
How about doing community work, clearing garbage from different areas?
There must be lots of things even younger children can help to give them some responsibility and accountability for what they have done.
The problem with society today is that children are not taught to be responsible for their actions.
