City making money on fees

So Kelowna/Regional District have decided to charge the public dropping off garden waste at the landfill. What a racket. 

What business or company charges the suppliers (us) to provide them with the raw materials and then charges the suppliers (us) to buy the finished product (Ogogrow)? Talk about raking in money from both ends. 

Also, will the city and regional district clean the streets of all the leaves and debris from storms at autumn time, or will they expect the local homeowner to do their job and charge him to drop them off at the landfill? 

Some decision makers must have been smoking some funny stuff when they came up with this one.
