I can understand why swimmers wouldn't want boaters invading their swim areas at the beach. The floating buoys define where the boats can and cannot go.
That said, there could easily be made available a small area of shoreline, perhaps 10 feet wide at either end of the beach, so a boat could put its bow up onto the beach to permit boat passengers to disembark, take a short walk in the park, swim or to use the toilet facilities.
Boaters are taxpayers too.
