Hampers for refugees?

My company just sponsored a hamper for an 8 person refugee family. 

I was under the understanding they were looked after by our taxes for housing, food, and necessities. Why the hell would they need a Christmas hamper?

So a single parent with kids, or an elderly person, or someone paying taxes all year but gets no help or not enough will be without a hamper as these refugee  families are still needy?

Why are they even on the lists at KCR?

I will find a family that is in need and make their Christmas. That's what hampers are for.
