Liability insurance for dogs

I get really upset when I hear of innocent victims of dog attacks. The biggest problem I have noticed is the expense involved for the healing process, lost time and medical services. 

The city has a big push on dog licensing, but that only pertains to the city the dog resides in. Dogs do travel with people. I believe that in order not cause a problem with discrimination, that all dog owner should be made to carry liability insurance. It is bad enough for a victim to endure the pain of an attack, but then to forced to carry the cost. 

You will never get a ban on a breed of dogs but you can address the problem.
 
The insurance company can adjust price depended on risk, just like car insurance. Second offence would mean removal of the dog from the owner.
