Across from a farm?

As you may know, the City of West Kelowna is hoping to borrow $10.5 million to build a new city hall.

The thing I can't wrap my head around is why have they chosen to build the city hall in an area directly across the road from a orchard in the ALR? I went to the open house on the subject and I couldn't get a clear answer; City staff would only say that the location was the the one they wanted without giving any clear reasons. I have also tried to find information about the decision on the City's website and have had no success in finding why this location was chosen. 

Prior to the original decision being made about the location, a community survey was done asking residents out of five potential locations, where would they like to see the new civic centre built. To my knowledge, the chosen location on Elliott was one of the least popular options among residents. 

It seems odd to me that the third biggest city in the Okanagan doesn't want to revitalize the downtown core, especially when there are so many empty lots and boarded up buildings on the west side. Is this just a case bad city planning? 

With the the deadline approaching rapidly, I don't know where to turn.
