Kids left in cars alone

At 4:15, I was at IGA in Rutland shopping and came out to find a minivan in the stall ahead of me. Dog inside barking sharply, I looked and what I found with the dog scares me. Two infants in car seats with no loved ones around. 

After waiting with my phone ringing to call the RCMP, some five to ten minutes had passed, and then the woman stepped out of the mall and proceeded to "collect " her completely unattended children. During the last minute of this time, I was told by the RCMP dispatch that because situation was non life threatening, that she would not send an officer out to speak with the woman, but i was free to call Child Protective Services and inform them? I once again asked to have an officer come to at least look at the situation, and the dispatch told me that again as there is no immediate danger that she would still not dispatch an officer. 

The dispatcher then asked me why I felt that an officer should at least stop and take a look, being that there was no danger now. I replied, "that obviously we should wait to inform the woman of the sheer ignorant danger of doing this”. During the time, she herself is crying with an officer giving a description of her children and vehicle make and model after the next time she left her kids unattended in a van, and a lesser concerned individual took a real interest in them or the unlocked van. 

The dispatcher told me that she would have a supervisor call me later. At 4:49 I received a call. I did not answer as in Rutland, this is not a concern to the RCMP so why should it bother me?
