The criminal investigation into a Kelowna RCMP officer's treatment of a UBC Okanagan student during a January 2020 “wellness check” has been completed.
Earlier this year, Const. Lacey Browning was placed on administrative leave after Castanet published surveillance video of her dragging Mona Wang down an apartment hallway, before stepping on her head in the lobby. Wang's boyfriend had called 911 earlier that evening with concerns about her mental health, and Wang was never accused of committing any crime.
On Thursday, Staff Sgt. Janelle Shoihet of the RCMP said the RCMP investigation into Const. Browning's actions has been completed, and is now subject to an external review by the Abbotsford Police Department.
“Once they have completed their review, and if there are no other investigative requirements, the materials will then be sent to the BC Prosecution Service for charge assessment,” Staff. Sgt. Shoihet said in a written statement.
It's unclear when that might be, and how long it will take the BC Prosecution Service to decide whether or not to lay charges.
She added the internal code of conduct review of Const. Browning's actions continues, and “a public complaint has been received.” It's unclear if the public complaint is in addition to Wang's original complaint.
An online petition calling for the firing and charging of Const. Browning has reached more than 375,000 signatures.
On Wednesday, a second woman filed a lawsuit against Const. Browning and the RCMP, alleging the officer assaulted her back in 2016. Fiona Read said the alleged incident left with injuries to her face and knee, which has prevented her from skiing and running to this day.
Staff Sgt. Shoihet said the incident involving Fiona Read “was not previously reported to the RCMP,” but in the suit, Read claims she attempted to submit a formal complaint to Const. Browning's supervisor the day after the alleged incident, but the complaint was refused.
“The [new] allegations are also being reviewed to determine if there are any other actions that need to be taken,” Staff Sgt. Shoihet said, adding that Const. Browning remains on administrative leave.
