Plan to extend Sutherland

Any large-scale redevelopment of the Capri-Landmark area of Kelowna should include an extension of Sutherland Avenue.

That's the conclusion of a report staff will present to city council Monday.

It's a second look at a transportation and parks plan for the neighbourhood. Council put off making a decision on the proposed plan in September, asking staff instead to take another look.

The plan for the area from Gordon Drive to Spall Road, would see the Capri-Landmark area turned into more of an urban hub, with the addition of housing for about 8,000 more residents over a 30-year span.

That would necessitate changes to the road network, and the addition of amenities such as parks, walking and cycling paths and transit availability.

One of the contentious issues was the proposed extension of Sutherland Avenue to Spall.

However, staff have come back, saying of the four options it studied, the extension of Sutherland made the most sense.

"Sutherland extension best addresses the transportation challenges of Landmark today and into the future while minimizing capital costs and impacts on adjacent properties," staff indicated in the report.

Other options, including extending Dickson Avenue and maintaining the status quo were discarded by staff.

If council endorses the plan, staff indicate the extension could be implemented incrementally over the course of twenty years in three to four phases of work.

"By delivering the project incrementally,there is a greater opportunity to align road construction with private redevelopment in the area, reducing overall costs," the report states.
