"It was at the Value Village ... just before 12:30 p.m. I pulled up, and the dogs were already panting. By the time she came out, about 20 minutes had passed so she really could have been in the store for much longer," said a witness named Chad.

The owner of the dogs caught on that he was watching and rushed out of the store, irate. 

"She came out swearing and yelling. She said: 'Our dogs are fine, they have water and the windows are open.' 

"The owner was with a girl who looked to be the daughter, so one of them could have stayed in the car with the AC running," Chad said. 

The owner then drove away. 

"It's just despicable in this heat. I even left them a note on their window. It said, 'you are a despicable human for leaving your dogs in the car like this. A window cracked open is not enough.'"

The Central Okanagan's responsible dog ownership bylaw allows for a $150 fine if a dog is left within a vehicle or an enclosure without proper ventilation and shade, says Bruce Smith with the Regional District of Central Okanagan.
