Culvert floods properties

Resident’s living in South East Kelowna came home to find their yards flooded after a culvert that was filled with water was cleared out on Wednesday.

Jeff Neuss said he saw City of Kelowna staff working on the overflowing culvert on Spiers Road and warned them if they cleared it out they would flood Heimlich Road.

“They just let it go and didn’t do anything and now the water is just literally backing up in our little rural area,” he tells Castanet.

Neuss lives on Heimlich Road, which is located just west of Mission Creek, and a small creek called Rumour Creek runs through his property.

“This time of year it gets kind of high, but the city has neglected to put in flood control measures,” he said. “They know there is a problem, but they are not doing anything about it. There is no budget and no one wants to even talk to me about it.”

Neuss said residents weren’t warned about the water and if they were told they would have taken some flood prevention measures.

Instead, water has filled their yards.

“We are talking about a sh**loads of water,” he said.

The water started rushing towards his home just after 3 p.m., and when he called the city, but said no one would help him.

Ron McMilian lives next to Heimlich Road and his farm is at the mouth of the creek. He contacted the fire department at 6:55 a.m. to alert them of the problem, but they didn't arrive until almost 9 a.m.

"That’s way too late for a response to flooding," he said. "It allowed the water to build up all that time, until they release it later in the afternoon."

McMilian said this is the beginning of the flood season and that the city needs to improve their emergency response.

“It’s like being under a dam and nobody warned you they were going to pull the plug,” said Neuss. “They just literally let it go.”

The creek that used to run through their property has now surrounded their home. 

"We can only imagine the damage that would have occurred on a larger stream," said McMilan. "Absolutely unacceptable."
