$100M town centre plan

It could cost the city up to $100 million by 2040 to realize its revitalization plan for the Capri-Landmark Town Centre.

Nearly half of that would come from development cost charges.

The preferred concept plan for the area bordering Gordon Drive and Spall Road, Springfield Road and the highway, will be presented to city council Monday afternoon.

The plan, which has taken 11 months to get to this point, is designed to guide future development and long-term infrastructure investment in the area.

Some of the major drivers of the plan include a re-balancing of the land use mix to nearly double the job/people per hectare ratio, and a major re-alignment of Sutherland Avenue linking all the way to Spall Road, while prioritizing walking, cycling and transit.

The plan also includes development of signature social spaces and parks to ensure all residents are within 400 metres of a park or public space, establish Dickson Avenue as a main street, and develop and daylight Ritchie Brook as a pedestrian path and stormwater garden, linking Landmark to Pacific Court Park,.

New medium/high density housing would be encouraged in selected areas, with townhouse development envisioned for the area south of Pacific Park along Springfield Road. The current medium-density residential neighbourhood around the Capri would be maintained.

To accommodate the additional growth, maximum building heights in some areas would be increased to an upper limit of 16 to 18 storeys.

Other changes include the extension of some streets, the addition of sidewalks to all streets, improvements to key intersections and transit access within the Landmark area.

The plan does not include sweeping changes to the Capri Centre Mall, which will be done under its own comprehensive development zone.

A final version of the plan is expected to be brought to council in the spring.
