City of Rossland seeks to close 2 roads to make way for future developments

Rossland city council has adopted an amendment that seeks to realign Wagon Road and the Green Link trail.

The amendment will include a road closure bylaw that will realign the ways for future developments in the area.

The city said that there would be a notice for public consultation before the adoption is finalized.

The bylaw was first introduced on Dec. 9, 2024, followed by a public hearing and comment period on Jan.13.

The zoning and rezoning amendment bylaws of the Official Community Plan (OCP) were adopted on Feb.3, where the proposed road closure received its third reading.

The initiative seeks to make way for an additional 10 new lots that are projected to generate an estimated $11,680 per year in property taxes, based on current B.C. Assessment values.

The amendment suggests that the properties could also contribute up to $33,790 annually in tax revenue.

Once the closure is finalized and the title is registered under the City of Rossland, it will combine the new infrastructure into its long-term asset management plan to ensure maintenance is kept up-to-date.

Long-term replacement costs for these assets are projected to be around $19,500 to $39,000 per year, assuming the proposed development lasts 50 years.

Developers say that they will cover all of the project costs that will implement the installation of 150 metres of new road, water, sewer, and stormwater framework. Developers suggested that this strategy would reduce initial city expenditures.

With the bylaw adopted, city staff will now have to finalize the land exchange agreement that will allow the road realignment project to proceed.

The next Rossland city council meeting will be held on Feb. 18.
