West Kelowna city council will take a look this week at an updated townhouse and apartment development proposed for the shores of Shannon Lake.

A developer is seeking to transform 1.35 hectares on the northwest side of the lake, currently single-family residential, to a 99-unit mixed development.

The project requires both zoning and official community plan amendments to allow for townhouses up to three storeys and apartments up to four storeys.

The land was previously rezoned in 2019 for a townhouse development consisting of 65 units in 12 buildings, which included dedicated park land and pedestrian improvements.

The updated proposal seeks to add the apartments and two small-scale commercial secondary units, while retaining the previous covenants of the previous plan.

“The overall vision for the development is forward thinking, incorporating principles of smart growth development, a high level of urban design and best management practices for sustainability,” said Pacific West Architecture in a letter to council.

Planning staff are recommending city council give preliminary approval to the project and send it to a public hearing, pending the completion of geotechnical, storm water and functional servicing reports.

City staff say the addition of the apartment "will increase greenspace on the site in comparison to a townhouse-only development."

Council will discuss the proposal Tuesday.
