Re: the news story 'Nasty neighbour dispute'

So, the second garage need not be removed despite the fact that its construction was prohibited. 

Looks like the City of Kelowna lacked the stomach to enforce its own bylaw by not ordering the garage removed.
But, if prohibited structures were allowed to remain in place in the past, why not this one? Precedent?

The judge's slap with a wet noodle – the $1,000 fine –  will hardly compensate the plaintiffs for the distress of a three-year dispute. 

In the end, there are no winners in painful neighbour disputes. 

Perhaps the wall will help, although walls have not been very effective in resolving international disputes.
