Candidate has lofty ideas

Joshua Hoggan describes himself as "your average, every day, normal guy with a workaholic twist," and he wants to be your mayor.

Hoggan is one of four people to have picked up nomination papers with the initial intent of running for the mayor's chair in Kelowna in October.

He joins current mayor Colin Basran, former bylaw officer Robert Schewe and and a fourth anonymous contender who has picked up packages from city hall.

The 34-year-old entrepreneur says he is an app designer and multiple-property owner who moved to the Okanagan eight years ago.

He says the software and house-rental business run themselves, and, as such, he will not accept the salary that goes along with being mayor.

Because remuneration is part of a municipal bylaw, an elected official does not have the ability to just refuse his or her pay. To make that happen, a new council would have to amend the bylaw to change the specific remuneration, or the elected official could choose to sign the cheque back over to the city, or a charity if they so choose.

Some other platforms of Hoggan includes city-owner dorm-style housing for clean and sober and low-income individuals, a shuttle service between 1 and 2 a.m. to help with the downtown bar flush and a city-wide ban on plastic bags and straws.

The city clerk's office says nine people have picked up packages for council. The latest names of note include orchardist Amarjit Lalli and former Ministry of Health employee Ernie Webber. Four people have chosen not to have their names made public.

Two nomination packages have been picked up for school trustee, including newcomer Dave Haight.

In West Kelowna, 12 nomination packages have been picked up – one for mayor, eight for council and two for trustee, while in Peachland, six mayoralty, 13 council and one trustee packages have been picked up.

Nomination papers can be returned between Tuesday, Sept. 4 and the close of business Friday, Sept. 14.

Election day is Saturday, Oct. 20.
