Park and Ride on West K radar

The District of West Kelowna is looking at a plan to encourage more people to use the newly instituted RapidBus service from the municipality to Kelowna.

Council Tuesday asked for more information on a proposed Park and Ride facility on Concord Road in West Kelowna.

The proposed facility would include 92 parking stalls along Concord Road accessed off Hudson Road and adjacent to Highway 97.

The project would also include curb and gutter, sidewalk, underground storm sewer, lighting, trees and landscaping at a cost of $1.17M.

The cost would be absorbed through the existing federal and provincial funding for the RapidBus project

Park and Ride is intended to encourage people to leave their vehicle behind and use transit instead.

Council asked for more information related to traffic impacts, public input along with a safety study.

Glen Eagles Subdivision

Council authorized the discharge of a portion of a covenant for 3575 and 3625 Gates Road in order to accommodate a proposed phased subdivision. The proposed development is located in the Glenrosa neighbourhood at the southern end of Ranch Road and Glen Eagles Drive. Previously, the applicant agreed to enter into a restrictive covenant as a condition of the zoning bylaw amendment as a way to exempt themselves from future Hillside Development Permit requirements. The Section 219 covenant protected all slopes greater than 30 per cent. However, as the applicant has responded to various technical requirements to accommodate road design and connections to both Gates Road and Ranch Road through the subdivision design process, the ability to avoid the no disturb area identified in the covenant proved challenging. As a result, the applicant has requested to discharge a portion of the no disturb area to accommodate the proposed development (including lots and roads) and address hillside protection through the Hillside Development Permit process at the time of subdivision in a more detailed and site specific manner with each phase of development.

Wayfinding Plan Development

Council was presented with initial design concepts for a District-wide wayfinding sign plan. The plan involves the creation and installation of a series of signs to help the public navigate to West Kelowna areas and amenities. Council provided input into the conceptual designs with simplicity and costs key concerns raised by Council.

Westbank Cemetery

Council agreed to amend the 2014 – 2023 Financial Plan to include $65,000 to proceed with detailed plans and construction drawings for Phase 3 of the Westbank Cemetery Upgrade. The Westbank Cemetery Strategy was approved by Council in 2012 and, since then, the facility has been improved with significant landscaping and the installation of columbariums and mausoleums, intended to ensure continued viability of the formerly-dry cemetery. Phase 3 of the cemetery improvements would include the development of the lower pine grove area to accommodate the addition of another columbarium garden and in ground burial plots.
