Marina at council again

Vernon's mayor is wondering why city council is once again dealing with a proposal for a marina in the Outback.

The matter was before council 11 years ago and it was rejected then, so Akbal Mund questions why it is before city officials again.

The Outback is a collection of some 161 units that house up to 500 people in the summer. It is located next to Ellison Provincial Campground.

Mund said this is actually the third time the issue has been heard in council chambers.

“This is the most contentious issue,” said Mund, adding he has heard numerous comments for and against the proposal.

On Monday, a delegation from the Outback pitched the proposed marina, saying it is needed for the safety of residents and for the environment.

Sidney Hanson, with the Outback marina committee, and Tracey Mattson, Outback strata council president, were in council chambers to plead their case for approval of the controversial marina.

In an earlier council meeting, opponents of the marina laid out their concerns.

Mund said council has to address the issue again because another application was made to the Ministry of Environment, even though it was thought the matter had been settled more than a decade ago.

And no matter the final decision this time around, Mund wonders if it will ever end.

“Does this mean it will come back in another two or three years?” he asked. “When will it end?”

Mund said the current council has not talked to the MOE about the matter, but knows a council decision will carry a lot of weight with the ministry.

Currently, boats owned by Outback residents are moored to buoys in Quarry Bay.

Hanson told city officials there “is no worse place for a marina than Quarry Bay” which is in a Ministry of Environment kokanee fishing red zone.

Quarry Bay is also subject to storms and Hanson said boats have been damaged or lost.

“Our residents have been in great danger in that marina during a storm,” Hanson said. “Some people have to be rescued in storms to get them off their boats and back to shore safely.”

Some of the buoys are “hundreds of meters off shore,” said Hanson.

The proposed marina would be built on South Bay.
