Band seeks rail line partners

The Splatsin Indian Band is looking for partners to help acquire the full CP Rail line between Sicamous and Armstrong. 

After successfully negotiating for about 30 acres of the discontinued CP Rail line between Sicamous and Armstrong in December, the SIB is looking for regional and municipal collaboration on acquiring the rest.

The purchase includes a 1.5-kilometre section south of Sicamous along the shores of Mara Lake, and a six-kilometre section south of Enderby. 

"The agreement is an important acknowledgement of the Splatsin’s role as primary caretaker of the land in the region and the title and rights of the Secwepemc Nation through which the abandoned rail corridor runs," said Phil McIntyre-Paul executive director of the Shuswap Trail Alliance in a release.  

"Splatsin chief and council recognize the long-term tourism and transportation potential for the corridor, as well as the opportunity to revitalize Splatsin culture and connections back to the land."

In the short term, the proposed vision for the corridor is to protect the entire abandoned Sicamous-to-Armstrong rail corridor as a continuous non-motorized greenway for walking and cycling. 

The release says that in the future the corridor could be considered for infrastructure upgrades such as road or highway alterations; gas or communication utilities; or alternate rail transit, as long as those options maintain the cultural, environmental and tourism value the property currently has.

Key management goals are protecting the natural environment and significant sites along the corridor, preventing vandalism, long term safety for pedestrians and cyclists and connecting local amenities. They also envision the corridor as a potential link in a continuous greenway corridor that could span the valley.

The next steps are:

  • Establish working group, assign roles/responsibilities, determine available resources
  • Develop stakeholder contact list
  • Meet with CP Rail representatives to discuss acquisition options
  • Develop acquisition, capital development, management, and financial strategy
  • Sign partnership agreements
  • Negotiate purchase bid with CP Rail
  • Contract capital development plan – including community consultation
  • Raise funds and implement development
