Right to prorogue Parliament?

A new series of ads by the Liberal Party of Canada attacks Conservative Prime Minister's Stephen Harper's decision to prorogue Parliament for more than two months.

The ads call the decision Harper's "holiday gift to himself" and accuse him of going ahead with prorogation to avoid answering questions about climate change, unemployment and reports alleging the abuse of Afghan detainees.

However, a spokesman for Harper says the break will give the government more time to shape its next phase of the economic action plan.

Was Harper right to prorogue Parliament?
