Where Do Fines Go?

I'm writing in regards to the homeless people who are being ticketed for being on the street. I like to know where is the money going from the fines if and when they are paid??

I think that monies paid for those fines should go to a special fund set up for the homelessness so they can get a building to house them so they're off the street and that they are in safe place!!!

For the record anytime I have been downtown and come across these street people they are much friendlier then the common Joe!!
