Could flooding have been prevented?

To the editor:

I am asking why the District of West Kelowna could not foresee some of the recent flooding issues.

Heavy rains should have been a signal for Public Works to get out and check some of the known problem spots.

Being proactive could possibly have avoided thousands of dollars in damages and losses.

Is it a lack of budget or a lack of direction that results in these over-sites? I suspect it is growing pains for a new municipality.

That being the case, take some notes West Kelowna and ensure this does not happen again next spring.
