Need To Capture Rain

Who are these experts that say we are running out of water? From basic schooling we learn rain water evaporates into the atmosphere and returns as rain. The water never leaves the planets atmosphere. Water is a continuously renewable resource. The problem in this valley is the population growth and without reservoirs to capture rain when it does fall. Spend money on building more facilities in the hills where the problem lies. Running out of water? No way.
