I feel very sorry for the landowners who have been victimized by negligent tenants. Truly the laws favor the tenant. However as someone not involved in either side I would like to point out a couple of facts.
In the 25 years I have lived in Kelowna housing prices have nearly tripled and it has gotten to the point where young families starting out carry a huge debt load to purchase a home. In my opinion the housing market has been driven in part by those who buy extra real estate as an investment. They think that they should just carry the mortgage and reap the profit when it is time to sell and often don't even live in our community.
There are responsibilities for landowners as well. If regular inspections are not done there is no way to know that grow ops or other abuses are happening. The people who suffer then are the neighbours of these houses who must endure far more than the eyesight of an unkempt lawn.
This is happening in every area of the city. It is fed by money hungry investors who do not hold up their end of the deal.
Lets all do our part. If you don't know what's happening with your tenant ask the neighbours --I bet they do.
