Although you seem to make a good point, that homeless people should refrain from keeping pets, do you really think that they are going to read your email? THEY'RE HOMELESS!!! It is very unlikely that they will have access to a computer.
Perhaps you should take your complaint directly to the street and let these people know how you feel. However, more often than not these animals are fed better than the owner. People have a bleeding heart when it comes to pets (myself included). I've seen people stop and give a dog the rest of their hot dog or hamburger, but offer no assistance to the person sitting cuddled up to the animal. These people find safety in having an animal with them. Not to mention the added warmth at night. The only time a dog will suffer is if the temperatures are extreme...in which case the homeless owner will likely seek some kind of shelter for both themselves and their pet.
You ask them to go back to their families. You don't know them and certainly have no right to judge them. There could be extenuating circumstances that cause them to live on the street. Good portions of these people deal with mental health issues. Your words are very harsh, before judging perhaps you should stop and speak to them someday. Or are you too good for that?
I say SHAME ON YOU!!!
