I and many others have made the turn off of Grizzly Rd onto Hwy 97 many times without incident.
Perhaps it's time to install a different traffic control device there as several locals have been suggesting.
How about the EST: ENHANCED STOP SIGN.
The lettering would be twice the size and there would be the following attached "disclaimer":
"You are about to cross an often "busy" arterial highway where vehicle speeds often exceed 50 MPH/ 80KMH from both directions.
This will limit the time you have to make a safe turn.
If you aren't sure you are capable of making the turn in a timely and safe manner, do not try to cross here.
Alternative Route: Drive to Hwy 97 and Butt Rd and cross there with the traffic light.
The travel time to that location 3 blocks away is often less than the wait time to safely cross here.
