With the advent of DRL [daytime running (head)lights] over ten years ago, the ability of someone to turn their headlights OFF/ON rapidly no longer exists on probably 95 per cent of the vehicles on the road today.
That said, there is the ability to 'flash' high-low beam lever on most of these cars but I'd guess that 90 per cent of the drivers out there aren't even aware of this capability and even so, the visual effect of that action during the day wouldn't be noticed at all by most approaching drivers but,
