Heading nowhere fast

Please explain why people would be allowed to use illegal substances in a supportive apartment setting – when it's illegal.

Would it not make more sense to spend the money on a rehab complex and get them off drugs?

I can't believe the city would even consider "low-barrier" housing. 

Neighbouring seniors are worried.

When they run out of drugs, guess who will be targeted for their next fix – neighbours.

This province is heading nowhere fast, with city council following.
