Speaking as a horseback rider, Jim Brown's concerns about horses on the sidewalk are quite valid.
In fact, there are laws about this sort of thing.
In the Motor Vehicle Act of British Columbia, it does say this:
Part 3, section 119, paragraph (1) “Traffic includes pedestrians, ridden or herded animals, vehicles, cycles and other conveyances, either singly or together, while using a highway to travel.”
Part 3, section120, paragraph (1), sub-paragraph (c) "A person riding an animal or driving an animal driven vehicle on a highway has the rights and is subject to the duties of the driver of a vehicle."
Unless the people are walking horse(s) in hand, sort of like a dog on a leash, they are not permitted to use the sidewalk, by law. If they are riding the horse, they are to be on the road, not the sidewalk.
The Horse Council of British Columbia also has a whole section on its website about road safety and etiquette for riders.
