As a commercial driver of over 50 years; the need for people to turn on lights in rain or after dark is highly essential.
People are running on daytime running lights with no tailights on and the problem is getting worse instead of better. I suggest a minimum $500 fine, then maybe people will turn them on.
This is highly dangerous coming up on vehicles with no tail lights on and large vehicles cannot slow down as fast as a car so need to see them sooner in the rain or after dusk.
