The less government intervention in anything is always better, look at ICBC.
Uber has developed a platform that I have used all over the world including Toronto. Living in Lake Country, I think you should make it easy for retired people to make a little extra income by driving when they feel like it.
The more restrictions and requirements put in place by government will hamper drivers wanting to get involved.
Do not try to fix something that is not broken, less government is always better.
