Clean up your cuttings

We are home owners on Okanagan Landing Road and we have an issue with the milfoil harvester that works the north end of Okanagan lake. 

Our concern is that after the harvester goes through, for days afterwards all the cuttings wash up on our shore leaving a stinking, rotting mess. As home owners, we then need to rake and shovel and lug this compost off our beach. Then there is no district pick up of yard waste or compost, so we are beholden to lug this off to the transfer station. We aren't able to physically keep doing this. We understand that we wouldn't be the only one affected by this. We understand naturally occurring wash up but this is not caused naturally. 

Are the harvesters under the employ of the Regional District? Can they take responsibility for the disposal of their cuttings?
