Is there no by-law?

Another snowfall, another few hours shovelling. Can't complain about that as we live in Canada.

The fact that I have to shovel from my driveway to the middle of the road as everyone is parking their cars in the street so the plows can't do a decent job. People here have a beautiful double driveway which for the most part sits empty.

Is there not a by-law in place where the owners can get warded/fined or the vehicles towed? Can it not be enforced? I've tried the good neighbour thing, but that doesn't seem to work here.

There are some vehicles here that haven't moved since the fall. What are the owners thinking?
