Hit and run not a crime?

Recently my son in-law was a victim of a hit and run in Vernon. He got off work and came out to his car being side swiped. I'm not talking about a little scratch here, I'm talking about the whole side of his car being buckled in from front fender past his door. 

When he called the RCMP to make the complaint he was told just to call ICBC and nothing can be done. No file number, no concern at all. 

My son in-law called ICBC and left a message, no file number, no call back. 

I'm curious to know how many other crimes like this go unanswered. Last time I checked a hit and run was a crime, but apparently it's not. 

I'm so sick of the RCMP picking and choosing what's a crime and what's not a crime.
