Robbing Peter to pay Paul

I would like to comment on the Worksafe BC fine issued to the School District 22 (Vernon) for asbestos related violations. 

Isn't this a classic example of robbing Peter to pay Paul. Who does the government think pays for all these fines? Surely they could come to some agreement without using tax payer money. 

I am really getting tired of my tax paid dollar going from the right hand to the left hand without some benefit to the tax payer.
