Fire season zero tolerance

Every year, we have the same old problem with camp fires starting forest fires, because of campfires left before being fully extinguished.
 
I propose a simple plan.

Any time there is a campfire, at least one person at that campfire must hold a valid campfire permit. This permit would be purchased online. You print your permit and carry it with you. No permit no fire period!

The permit would have your name and the coordinates of your camping spot where you would be having a campfire. This way you don’t have 30 people standing around a huge bonfire with no one taking any responsibility. If you have a fire and no one has a permit, then anyone over the age of 16 at that fire would be fined. Yes that’s right I said over 16!
 
Oh yes, and if that fire you started gets out of control, you are on the hook for the costs to fight the fire caused by your negligence.
 
There should be zero tolerance for fires caused by camp fires.
